Dr. Vincent Bowhay

Dr. Vincent Bowhay became the 16th president of Independence Community College in 2021. Bowhay has more than a decade of experience in higher education and assessment consultation. Bowhay’s career has involved work in the public and private sectors. As an assessment, strategic planning and accreditation consultant at Campus Labs in Buffalo, New York, Bowhay was recognized as a highly effective and innovative leader, positioning campuses for data-driven success. Prior to joining ICC, he also served in student affairs roles at Missouri Western State University and Fort Hays State University.

In 2021, Bowhay was one of 25 community college Presidents nationwide selected for the prestigious Aspen Institute New Presidents Fellowship. This highly competitive fellowship recognizes the nation's most promising community college leaders —committed to taking risks, building partnerships, and setting a bold vision to advance equitable student outcomes.

He is active in educational, civic and charitable organizations. Much of his passion is focused on promoting affordable access to education, helping veterans achieve academic and career success and encouraging civic engagement among college students. His most recent book, “The Proper Role of Higher Education in a Democratic Society,” reexamines the role higher education plays in preparing students for a life of civic engagement and community leadership. Bowhay is an active volunteer for the Sigma Phi Epsilon fraternity and other values-based organizations.

Bowhay is a Gallup-Certified Strengths Coach with experience in career transition and executive coaching. He earned his Bachelor of Arts in English Literature from Washburn University; a Master of Arts in student affairs administration in higher education from Ball State University; and an Ed.D. in educational leadership from Baker University. Bowhay was one of 60 business and educational leaders to be selected for the Executive Leadership Program at Stanford University in 2022.

 

 

Dr. Tiffany Evans

Originally from Cleveland, Ohio, Dr. Tiffany Evans is the Vice President of Academic Affairs at Colby Community College (CCC) in Colby, Kansas. Evans came to CCC from the Kentucky Community and Technical College System, where she served as the Provost and Chief Academic Officer at Elizabethtown Community and Technical College, the Interim President and Chief Executive Officer of Henderson Community College and Special Assistant to the Chancellor at the System Office. Evans has also held leadership roles at South Piedmont Community College (NC), Salt Lake Community College (UT), Stephen F. Austin State University (TX), and Cuyahoga Community College (OH). She served as a faculty member at these and other colleges and universities, spending 17 years in the classroom. 

 

Evans is an avid and successful grant writer and fundraiser, personally winning over $64,000,000+ in grant funds and securing $22,000,000+ in private donations. Over the span of her 30+ year career in higher education, Evans has overseen all academic divisions and departments, advising, career counseling, dual credit, dual enrollment, Early College, workforce and economic development programming, supervision of satellite campuses, Human Resources, Distance Learning, Marketing, special events, grants and sponsored projects, Agricultural Athletics (equestrian, rodeo and livestock judging), library, learning resources, tutorial services, academic technology, Information Technology Systems, Knowledge Management, Online Electronic Resources, Web Development, Adult Basic Education and correctional programming. Her career path also includes a long history as the institutional accreditation liaison, and she has provided leadership for both assessment and Institutional Effectiveness. 

 

Evans has extensive service as a peer evaluator and an accreditation consultant, with significant experience with program viability assessment, program development and review, curriculum tuning and alignment and student learning outcomes assessment. She has successful leadership experience in institutional planning, program and curriculum development, comprehensive institutional assessment and accreditation. Trained as a faculty contract negotiator, she has extensive experience providing leadership in collective and non-collective bargaining institutions.

 

Evans is the recipient of the Center for Digital Education’s Converge Digital Yearbook Award for the Innovative Use of Technology in Education, the League for Innovation in the Community College’s Innovation of the Year Award and the NISOD Award.

 

Evans earned her Bachelor of Arts in Political Science from John Carroll University, her Master of Arts in Art History and History from Cleveland State University, her Master of Arts in Non-Profit Management from the University of Akron; her Masters in Library and Information Science from Kent State University and her Ph.D. in Library and Information Science from the University of Pittsburgh. 

 

 

Dr. Tom Havron

Dr. Tom Havron, originally from Helena, Montana, has 18 years of higher education experience, all within Kansas community colleges. Havron started his career at Neosho County Community College as an assistant track and field coach in 2006. During his time at NCCC, Havron was promoted to head coach and led a successful program for six seasons. While coaching, Havron completed his master’s degree from Pittsburg State University in Educational Administrative Leadership. Havron accepted a position at Hutchinson Community College as the McPherson Center Coordinator in 2013.

Havron currently is the Vice President of Student Affairs at Fort Scott Community College, where he has served for nine years. During his time at FSCC, Havron has been charged to lead many departments to assist the college and enhance the student experience. Roles he has held during this time include Director of Admissions, Director of Athletics, Dean of Students, Foundation Director and Title IX Coordinator. Havron completed his Doctorate of Community College Leadership program from Ferris State University in 2022
